Improvements to IM notifications...especially for MSN Messenger users

We just rolled out some fixes to our IM notifications system that should improve reliability, especially for MSN Messenger users, who didn't seem to receive a lot of our notifications.

IM notification is still considered experimental, but don't hesitate to let us know what is working and what is not working in our support forums.
